Introducing Neighbors Light

Neighbors Light is a referral-based stabilization program designed to serve individuals in Norman, Oklahoma who need structured support between emergency shelter and permanent housing.

Neighbors Light is a referral-based program in Norman, Oklahoma that provides short-term, structured housing for adults who are medically stable and ready to move forward. Our mission is to bridge the gap between emergency shelter and permanent housing through comprehensive support services.

Many individuals in our community cycle through emergency shelters, hospitals, and temporary housing situations but still need structured support before they can successfully transition to permanent housing and employment. This is the stabilization gap that Neighbors Light is designed to address.

Through transitional housing, medical step-down recovery, daytime stabilization, and workforce development, we provide the structure, time, and support that shelters alone cannot offer. We complement existing services by serving a specific group whose needs are not fully met by emergency services alone.

Neighbors Light is currently in the development phase, building partnerships and establishing the infrastructure needed to launch our programs. We are committed to a governance-first approach that ensures accountability, transparency, and community input as we prepare to serve Norman.

Building a Referral-Based Stabilization Program

We explain the concept of referral-based placement and how structured transition support helps individuals move from crisis to stability.

Neighbors Light operates on a referral-based model, which means all participants are referred by trusted partner organizations such as shelters, hospitals, case management agencies, and service providers. This approach ensures that individuals entering our programs are ready for the structure and support we provide.

Referral-based placement allows us to work closely with case managers and service providers who know the individuals well and can assess whether our programs are the right fit. This collaboration strengthens the entire support network and improves outcomes for participants.

Our structured transition support includes:

• Case management and personalized goal planning • Job readiness training and employment support • Life skills coaching and financial literacy • Mental health and medical coordination • Connections to community resources and permanent housing

Each participant works with our team to develop a personalized stabilization plan that addresses immediate needs, builds on their strengths, and sets achievable goals. The goal is to help individuals regain stability, secure employment, and transition to independent living.

This model has proven effective in communities across the country, and we are excited to bring it to Norman.

Developing Community Partnerships

Neighbors Light is working with local service providers and workforce partners as the program develops to ensure we meet community needs.

The success of Neighbors Light depends on strong partnerships with organizations across Norman and Cleveland County. We are actively building relationships with:

• Emergency shelters and outreach programs • Hospitals and medical facilities • Mental health and substance use treatment providers • Workforce development and job training organizations • Faith-based organizations and community groups • Government and social service agencies

These partnerships allow us to understand the needs of individuals experiencing homelessness, coordinate services, and create pathways to stability and employment. Our partners help us identify individuals who would benefit from our programs and provide ongoing support throughout their stay.

We are also developing relationships with employers and workforce partners who are committed to hiring individuals with barriers to employment. These partnerships create real job opportunities and support long-term economic stability for program participants.

As we approach launch, we continue to strengthen these partnerships and welcome new organizations interested in collaborating with Neighbors Light. Together, we can build a more comprehensive support system for individuals experiencing homelessness in Norman.
