Neighbors Light is a referral-based program in the pre-launch development phase. We work with trusted partner agencies and case managers to ensure each placement is appropriate and well-supported. We are not an emergency shelter, not permanent housing, and not a walk-in provider. To understand how the program works after referral, visit our Programs page.
Referrals will open once programs begin accepting participants.
Neighbors Light's referral model is informed by broader system-level discharge patterns within Cleveland County. For a detailed review of capacity constraints and stabilization gaps influencing referral coordination, see the Cleveland County Discharge-to-Housing Gap Analysis.
Individuals seeking assistance can review available organizations and services in the Norman Homeless Services Guide, which lists emergency shelters, transitional housing programs, and community support resources in Norman and Cleveland County.
All participants are referred by partner agencies, case managers, or service providers who know the individual's needs and can confirm that our programs are a good fit. We do not accept walk-ins or self-referrals. Neighbors Light follows a structured referral process to ensure that placements are appropriate and well-supported. Here is what to expect:
A case manager, social worker, or partner agency submits a referral with information about the individual, their needs, and why Neighbors Light is an appropriate fit for their situation.
Neighbors Light reviews the referral to determine if the individual meets basic program eligibility criteria and if current programming aligns with their needs.
If the individual appears to be a good fit, Neighbors Light confirms eligibility and discusses specific program expectations, timeline, and any additional information needed before proceeding.
An intake appointment is scheduled with the individual to complete enrollment paperwork, establish program expectations, and begin building the relationship between the participant and the Neighbors Light team.
Once all agreements are signed and any final preparations are complete, the individual moves into their assigned housing and begins their structured program with Neighbors Light in Norman, Oklahoma.
